Chapter 14 - The Council of Shadows

High above the financial district of Zurich, inside a soundproofed penthouse suite overlooking Lake Zurich, the emergency board of the syndicate sat in total darkness. Only the ambient glow of high-definition Bloomberg terminals illuminated their faces.

At the head of the long obsidian table sat Director Vance—not Conrad, but an aging, ruthless architect of the old global guard who had monitored Conrad’s rise with mounting panic.

The door opened softly, and Richter stepped into the room. His immaculate trench coat was gone, replaced by a plain dark suit. His face still bore the faint, purple bruising from where Conrad had pinned him against the Mercedes on the rain-slicked pier.

“The Zurich nodes are completely locked,” Richter reported, his voice tight with controlled humiliation. “Federal compliance committees in three countries have mirrored our master ledger. We can’t route a single cent through the offshore clearinghouses without triggering an automatic seizure.”

The director did not raise his voice. He simply spun a heavy gold ring around his finger. “He didn't just defend his home, Richter. He bypassed our entire firewall architecture using local assets and legacy routing protocols. He fights like Victor Vance used to.”

“Worse,” Richter replied grimly. “Victor built empires to protect his family. Conrad is building an execution block to bury us.”

The director stood up, walking slowly toward the floor-to-ceiling glass window. “If the federal committees complete their audit of the primary ledger, our entire global network unravels within seventy-two hours. There is only one option left. We bypass the courts entirely. We go to the estate.”
